In Cucusoft Free DVD Author you have a video format converter that lets you convert MPEG-2 directly to VOB. Once converted to VOB, you can record it to a DVD (both on DVD+R and also DVD-R, DVD+RW, DVD-RW). Apart from creating a VOB file, it can create an IFO from the original MPEG-2.
